When Local Government Reorganisation (LGR) comes into effect in 2028 it will affect how council services are run.
However, many of these changes are likely to be brought in gradually and should have minimal impact on the levels of services provided to residents.
Until further notice our focus across all council services and trading companies is very much business as usual.
All progress towards LGR is currently being handled by a small team.
As we move towards LGR, a shadow council will be established to look at various aspects as to how the unitary authority can work. While it is likely some officers will be seconded to this, it should not have any impact on the day-to-day services provided by the council.
Existing projects and initiatives
To date the only project put on hold because of the changes is the creation of our new Local Plan. You can read more about why this has happened on our website. Until further notice all other projects are being progressed.
Councillors and elections
Our district councillors will remain in post until the new unitary authority formally comes into effect on 1 April 2028. This is commonly called ‘vesting day.’
In 2027 shadow elections will take place, whereby new councillors will be elected to a shadow unitary authority. A shadow authority is elected to carry out the functions of a new unitary council until the vesting day.
Council meetings will continue to be held as normal.
A Special Council meeting is planned for November 2025 at which the proposals for the new unitary authority will be discussed and signed off.
Elections and Neighbourhood Plan referendums will continue to be held as normal.
